Am 16. Mai 1938 nahm die SS den Steinbruch Mauthausen mit 30 Zwangsarbeitern in Betrieb, und am 18. August 1938 fand die endgültige Übergabe der Steinbrüche an die DEST statt. Die ersten Häftlinge in Mauthausen waren 300 österreichische und einzelne deutsche Polizei-Sicherungsverwahrungs-Häftlinge. Sie kamen am 8. August 1938 aus dem KZ Dachau im Konzentrationslager an.
